Sorry man, there isn’t one… I looked for it too when I first got this game but theres a way to get a flying car.
Here we go.
***SPOILERS***
First, go to the second city regularly. Then, go to the top floor of your apartment and buy a helicopter. After that fly where the boat is past the bridge that you had to go on during a mission and during it you shot everyone. There should be a car there. Jump out of the helicopter right next to the car and land on it. Then start the car and you can fly around on it.
